I had this same problem with my I3200. I called dell, sent them my laptop
(minus the harddrive) and they replaced the keyboard. All seems to be
working now. My problem was that if too much pressure was applied on one
side of the arm rest all of the locks would come on (caps lock, num
lock...). I was only able to turn them back off if I would apply more
pressure to the wrist rest. 

All is well now though,
