You have to reconfigure (I prefer make menuconfig) and recompile the kernel,
enabling APM for it to work. Don't let kernel rebuilding scare you -- it is
simple. I don't have my laptop here and don't remember all the APM
configuration items, but it is fairly straightforward and the configuration help
is quite good at pointing out the best option if you have a question about the
choices.
Again, I don't remember specifically, but... there is an option to shutdown (the
command), like -h (for halt), which will turn off the machine if APM is enabled
in the kernel. You can also find the <control><alt><delete> control (I forgot
where) and add the power down flag to it (it simply runs shutdown) so that power
is turned off if you do the 3-finger salute.
Helpful tip: if your machine locks up, hold the power button for 6 seconds and
power will be turned off. I've never had this fail to work. This is normal
operation and is documented in the manual -- you would be surprised how many
people miss it. There is no need to pop the battery out to force a shutdown.

You can go into /etc/rc.d/rc?.d (? being 4 or 5 normally, I chose 4) and remove
all the
network scripts, then when you boot at the lilo prompt
lilo: linux 4
The script's you delete are actually symbolic links (check first). This was you
can create
a boot level (3 is the normal boot) for non network connected access. I used
level 4 personally.

I'm curious, why not use the power button :). APM is a kernal flag, someone more
knowledgable
than me could explain how to change it :).
