Well, Blizzard also has taken note, the gma 950 are no longer sold, except in netbooks, and that isn't an ideal gaming market. However, SM4.0 cards, such as the x3100-x4500 and SM4.1 such as the ATI 3410 cards are moving in, and fast.
Off topic, there is a good reason why sm3.0/4.0 games typically don't work... sm3.0 has unified shaders, meaning pixel, vertex, and *geometry* are integrated into one. Geometry being the new one. Unless if the game engine has an old directx 8/9 rendering path, it just will not work. Back on topic, it's a little far fetched that Blizzard would develop a next generation game with the gma 950 in mind. There is a reason why hardware is faster then software emulation.
