I think you're talking about having pc hardware that can surpass the original emulated hardware, like PSX, that can be played at higher resolution and graphics settings than the original hardware. But Linux runs on PCs, and Wine hasn't reached such state, despite Linux using less memory. Think of Steam for Mac.
