I'm translating parts of a book about the genocide in Rwanda. I'm having some problems
with (I guess) local features. I hope you can help me.

ville - is la pr�fecture the police district here or the county?
She descibes la paroisse Saint-Paul where the refugees are lodged, and I get the
feeling that this "paroisse" is a house, altough I can only find it in my
dictionnaries as "paroisse"= parish
Christian a des accents de messie, il exhorte au courage.... Is he only preaching or
is he speaking with tounges?
