* You can use "prefecture" in English: it's a large area which has its own
local government in France or Italy (Longman dict.). In france, each
"departement" has its own prefecture and prefect (public official). Rwanda
is a former French colony and they still use the French administrative
system.
* parish is OK for "paroisse". It's an area, not a house, that a priest is
responsible for.
* he is only preaching
