I don't think so, it is most probably a special program for what Americans
call gifted children, children with a higher IQ that need more stimulating
tasks.

I have no idea, but he might be reffering to genetic manipulation of food
and drink, supposed to kill all (destructive or counterproductive) bugs and
bacteria, very popular mass-hysteria stuff (scares me too, actually :))
