It's not high tech but effective! InterMapper has been configured with a notifier to ping a site on the Internet (Google) and if it stops responding then the Mac dials our cell phones and emits a series of beeps. With caller ID the number calling makes it obvious also. There's no translation of the message but it is enough notification to start an investigation.
This was the primary reason for upgrading the InterMapper server from OS 9 to X.
No extra configuration was necessary to make it work - it's all built into OS X.

I pursued this with my cell phone carrier a couple years ago, and it was as if I
was speaking Martian. They had no idea what I was talking about. A couple
questions for the list:
- I'd like to compile a list of cell phone providers that *do* provide this
capability. If you can get it, would you send me the name of your carrier?
- What's the right name/technical name for this facility, so that people can try
to order it from their cell phone carrier?
