Most cellular companies I have dealt with do not provide this service. Usually they will have an SMPP server to send and receive SMS messages and an SMPP to SMTP gateway to provide for inbound and outbound email translation. Some will have a Web to SMTP or Web to SMPP gateway to allow customers to message directly via the web. There are vendors that sell TAP to SMPP for providers: Sema (http://www.sema.atosorigin.com/telecom/pdf/mess_gateways.pdf) Logica Aldiscon (http://www.aldiscon.interweb.ie/products/data/aip.htm) Also some enterprise and end user products exist that you can use either with a cellular phone acting as a modem or a cellular modem like the Multitech MultiModem GSM or CDMA.
