The main reason is because of the locking model.
When you click the pencil on a Map, you get the 'edit lock'. The
edit lock is designed to prevent users from stepping on each others'
toes by editing the Map at the same time.
In order to be able to change things from the device list, we need to
come up with a way to make changes to Maps without circumventing
their edit locks.
