Yes, What Sara said. I am the type of person that would be excluded. I contributed to PHP a lot 10 years ago. However, in all the SVN and GIT moving, all my karma has long since been removed. I vote in almost every RFC because I have a long history with PHP and care about where it is going. People with dead accounts and who don't care about PHP most likely don't vote.
