What Android is this? If 2.3.4 or newer, *disable* USB debugging in order for the IOIO to work, otherwise, *enable* it. If that doesn't work - are you getting a charging indicator on the Android? If not, check your power supply. And stick to the precompiled apk until you resolve this, only then try to compile your own, so that you don't have to deal with more than one thing going wrong at a time.
