I've definitely seen the IOIO working on Android 4.3, so this is not the cause. However, the Note 3 might be a problem. A similar problem has been reported on the Nexus 5. Are you getting the open accessory dialog on the note when plugging in the IOIO? Are you seeing anything interesting in the Android log (logcat)?
