Regarding why the dongle may not work:

   1. Crappy dongle.
   2. Charge limit potentiometer on the IOIO is not fully clockwise (common
   problem).
   3. (IOIO-OTG only) - try the oscillator calibration procedure described
   on the IOIODude wiki page ("configuration wipe").
   4. Ancient firmware on the IOIO.

Regarding possible options for debugging:

   1. Check out IOIO Bridge (on the wiki). It essentially allows you to
   connect both the IOIO and the Android device (or emulator) to the PC while
   tunneling the IOIO traffic through. You can then use the debugger at the
   same time as using the IOIO.
   2. More advanced, normally unneeded: you can disable ADB mode in the
   IOIO firmware (requires firmware rebuild), which would then allow you to
   use the IOIO in OpenAccessory mode while using ADB over WiFi.
