Thanks for the suggestions. I discovered that I seem to have fried my IOIO Mint and its dongle. I plugged in a 9V power supply to the Mint in order to see if the output voltages would improve over what's provided on the battery power and I guess I shouldn't have done that. No big loss I guess, the Mint is a down-rev board and I couldn't upgrade the firmware (but I wish I had my $70 back).
