Definitely not. Things to check:

   1. Adequate power supply to the IOIO.
   2. Charge current limiter (little screw on the IOIO) fully clockwise.
   3. Different dongle.

Forget those apps from the Play store. I don't know who wrote them and how.
Use HelloIOIO.apk from the latest software bundle.

The red cable that comes with the IOIO has a micro-A plug, which AFAIK does
*not* fit the Moto X (2013) plug. Can you send a picture of how you
connected it?
