This is just a guess, but the problem could to be that the Debian package 
sets the properties _FIREFOX_VERSION, _FIREFOX_USER, etc. on the browser 
windows, while the official package sets _MOZILLA_VERSION and _MOZILLA_USER
as does Mozilla, and I think old Galeon as well. The gnome-moz-binary contains
these two later strings. New Galeon sets none of these at all and is broken 
as well (in that and many other aspects). Under WM:s supporting non-standard
Gnome hints such as _WIN_CLIENT_LIST, I suspect gnome-moz-remote uses another
method to locate the window. Under TWM gnome-moz-remote is exactly as broken 
as under Ion, and the binary on my system does not contain the name for the
equivalent and more standard NetWM client list property.

So, perhaps a bug report should be filed against the Debian Firefox package?
As for Galeon, well, 1.2 was much better than even Firefox, but since then
it has been such a downhill thanks to Gnome2 that I wonder if anyone uses 
it anymore with Ion? (Or at all?)
