The OCF Spec Development Process document indicates that the x.3 version and 
above of OCF specs (TMK, there’s a 0.1, 0.3, 0.5, 0.7, 0.9 and final version of 
the spec) should be published to the IoTivity mailing list.

Could be that execution of that OCF Board-approved policy has fallen by the 
wayside (or was never implemented in process in the first place) … good OSWG 
topic – adding Aja.

But OCF 2.0 has already been published, even if the publication was not 
announced.

Which is too bad, since it has problems that might have been caught by the 
community, had they been given the chance.
