Hey Mark.  Long time no speak.

Anyway, I don't think their is a statutory responsibility, but, for most phones 
(I don't know about the iPhone) the carriers will tell you the unlock code 
after a while.  Maybe not even before the initial contract period.  I have had 
several phones unlocked by asking the carrier myself and never had an issue. I 
have not asked about the iPhone.  My iPhone is always too new anyway if they do 
want you to wait until the end of the contract (when you get a new iPhone, you 
agree to renew but since it is a new phone that could be considered a new 
contract).
