removing it from computers is a problem 

Apple should just flag those files on the computer so that you can choose to 
delete them from your main repository (which will be their computer(s) for most 
people)

since our mobile devices hold far less storage, I'd imagine we are going to be 
deleting files off them regularly - 
I don't necessarily want those files deleted from my computer
