That is not my understanding at all. My understanding is that your device will 
have all your documents on it, but I'm not sure. 

However, if iCloud screws up, it could tell every one of your devices that 
every one of your documents had been deleted when they connected to get 
updates. The devices wouldn't prompt you. You would lose it all. 

Time machine would deal with this. This is a risk with any system where, while 
you do have your data locally, the remote copy is the official one. Corruption 
propagates immediately.
