This is not at all true. iCloud pushes the data to your devices, so the data 
lives on iCloud *AND* on all your devices.

If you are offline, you can still listen to that song you downloaded off iCloud 
or run the app your downloaded or look at the Pages document.

And if one of your devices is a Mac, then all those files that are on iCloud 
are also in your Time Machine backups.
