I had this issue last year. Primary phone eligible, secondary phone not. Paid $200 surcharge to upgrade anyway. This year, even though now it's been another year, so two years in... still no discounted upgrade because I had a "partially subsidized upgrade" last year. Yup, this might push me right onto Sprint.
The question is, since Sprint's family plan is so attractive... any similar concerns on Sprint? Do they treat family accounts as bastard children with the exception of the first phone?

My wife and I are looking into upgrade options (AT&T) from iPhone 4 to iPhone 4S.
We each got the iPhone 4 on the release date (June 24, 2010).
When we log into our account(s), one phone is eligible for discounted upgrade on November 25th, 2010, while the other not until February 25, 2012.
Why the discrepancy?
Is this because one of the phones is a second phone on a family plan which appears to be discounted, but in fact, really isn't?
Anybody considering moving to Sprint? if so, why or if not, why not.
