I finally was able to talk to an AT&T rep.

Basically, I was told that your discounted upgrade date is based on how much 
you are paying for your current monthly plan. 

And as suspected, while we were being "discounted" for one phone on the family 
plan, we really were not being discounted - given that the discounted 
phone/account's eligible upgrade is further out.

The rep went on to explain that we were on the "old upgrade" plan that had a 
sliding scale.  For instance, if you were paying $99 a month for your plan, you 
were eligible to upgrade in 12 months.

The rep continued saying that that old upgrade plan is no longer available and 
that once we do upgrade again, we will be in the new program - 
which is  a 20 month upgrade option, regardless of what you pay per month.
