You can develop IPhone Webapps using dashcode on a MacOSX. You only need to join the Free ADC to download dashcode. If you want to develop native IPhone apps, then you will need to subscribe to IPhone developers program. Another option is to us the iUI kit, and submit your webapp to Apple webapp listing (not the AppStore, again Free members can submit webapps)
