for a web based app? and your dev platform is windows?
i'm just a hack, but i use visual studio 2005, asp.net, and vb.net on a Win XP machine. for visualization i use an ipod touch, they're relatively cheap. with wifi connection you can 'visualize' your work that way without having to take the iphone plunge. the main thing in visual studio, to get your app to look right on the iphone, is to set the view port so that it looks full screen.
