If I understand it correctly, you think that the development of a web
app for the iPhone needs to be developed on a Mac.  This just isn't
true.  If you want to develop native apps for distribution on the
iTunes AppStore, it is true that you need a Mac.

To get some guidelines for developing a web app, you can click on the
link to the right top of this page for "Pages".  Also, a great way to
learn more is to go to http://www.apple.com/webapps/  Choose an app
that interests you and then view the source code in your browser.

If you do not have an iPhone or an iPod Touch, there are some web
based test sites that help a little but are not really reliable such
as http://www.testiphone.com/ You should be running this in Safari.
Also, in Firefox, you can go to the Tools Menu and choose the Default
User Agent as iPhone.  You can do something similar in Safari. Again,
these are not ideal.  Having an actual device will be the best way to
test the web app. There is also iPhoney that can be downloaded from
http://s3.amazonaws.com/marketcircle/iPhoney_1.2.zip

Download iUI and jqTouch (there are others) that are frameworks that
may help you.

Dreamweaver CS4 is in fact a good choice but as you mentioned, you can
do this all in NotePad.
