Sanjay, The IPMI SEL should log those events, BUT ... the sensors for each platform can be configured at the factory to log or not log events via a setting in its SDR. This is normally written out in the initial SDR settings at the factory. Every platform I've ever tested does have a SEL event for power off/on, etc. HP should be able to give more information as to how this is set or changed in the SDR.
For a PET, IPMI systems usually have some default PEF table entries to generate PETraps, but I don't know what those are for HP Proliant. You can view them with "ipmiutil lan" or "pefconfig" from http://ipmiutil.sf.net. If these events are not covered by the factory default PEF entries, you could compose a custom PEF table entry to report this, but the SDR would have to have the eventing enabled for that sensor as mentioned above.
