Carry in header because it can be also used for setup and traffic
engineering as RSVP is using it today with IPv6 (well not traffic
engineering but I believe it could). Also I don't want to add it below
the header because I can access the addr+flowlabel tuple immediately in
the header for uses that are not just for routing, as I suggested to
Thomas Eklund (TCP congestion as one example).
