The RTT from where I am at the minute to most of the world is 800ms
approx (or more):
PING ns.uu.net (137.39.1.3): 56 data bytes
64 bytes from 137.39.1.3: icmp_seq=1 ttl=235 time=791.274 ms
64 bytes from 137.39.1.3: icmp_seq=2 ttl=235 time=771.218 ms
64 bytes from 137.39.1.3: icmp_seq=3 ttl=235 time=828.094 ms
so to find that A record, all that could have been needed (in practice)
was just 2 round trips... (to get into Germany if that was ever actually
needed would take longer per round trip).
So, in practice, I suspect that the owner of we.monty.de is probably
not too worried, despite the absurd setup of the various nameservers
that leads to that domain.
Note that the answer had the AA bit set - it didn't just appear out
of some local cache.
