Steve Deering and I concluded that it is important for "Default Address 
Selection for IPv6" to be standards track to insure that all 
implementations had the same default behavior.  Otherwise there might be an 
interoperability problems.  I think the discussion at the last IETF meeting 
supported this approach, but the minutes, as you pointed out, could have 
been clearer.
