This makes no sense... Those are the same bits, so they have
to be one or the other. Since you are promoting a diffserv
usage, I have to assume you intend them to be immutable
end-to-end with a well known semantic, but you keep insisting 
they are mutable. As long as the TC field is mutable, there
has to be another one that is visible and immutable.
