=> this was decided for all unicast addresses which don't begin
by 000 bits. Look at last RFC 2373 revision, aka addr-arch-v3:
draft-ietf-ipngwg-addr-arch-v3-07.txt

but it seems the decision is not yet very decided even if the draft
has been in last call since months.
