SLs where originally defined as overlapping, but with the recent changes
in addr-arch this is no longer necessary.  Site-locals can and should be
mutated into non-globally routable global address space (NGRGAS).

The inability to operate stable addresses in parallel with provider
addresses is going to make the the deployment of IPv6 NAT more likely,
not less.
