        - SLs should be retained for disconnected sites

        - SLs should be retained for intermittently connected sites

        - Applications should NOT be aware (or need to be aware) 
        of any difference between site-local and any other address 
        (c.f. anycast); a principal purpose of SLs should be for
        nodes having site-local access to site-local services, 
        irrespective of the number (0+) of external links to 
        other networks, ephemeral or otherwise. Any requirements,
        e.g., for split-view DNSes is not this WG's concern

        - SLs should NOT be retained for their access control
        benefits and it SHOULD be clearly documented that this
        is a broken philosophy!
