Note also in Mike's scenario he needs /48's to networks attached to
the community mesh, so the /10 property of a site-local is required,
and solutions which may allocate "random", non-aggregating /48's or
even /64's are not so desirable.   Also, some nodes on the network have
access to uplinks, some do not, yet all should be able to communicate
internally.

Enquiries to get a global prefix under the current schemes have not
been successful; the community network would need to find the $$$ for
LIR fees.  A site local /10 is free.
