I'm not sure that we really need that.   That is, backwards compatibility
with what?    On the other hand, making it very clear that "I pick 0"
is not choosing a random number would be worthwhile...

That's OK, 37 bits is at least half as good as 38...

We should obviously also reserve F1E0::/11 and F0E0::/11 (and then
someone just needs to figure out how to write "UM" in hex so we
can smell the blood...)
