Review comment:
Makes sense.
I think that we should avoid calling WorkerPool for every worker as it given
the intention that runner is managing the workers. Instead once the control
channel is created and communicated to worker pool, worker pool should be free
to connect as many workers as and when it wants.
Current implementation requests only 1 worker for a control channel so I am
ok to differ this change.
