The extension point for this kind of stuff is RelDataTypeSystem, not
RelDataTypeFactory.
I think the methods are mis-named. They do type inference for all addition and
mod, not just DECIMAL. Because it’s difficult to know a priori whether the
inferred type will be DECIMAL, as opposed to another numeric type.
