FWIW, I strongly prefer the .txt suffix, as it is much, much more friendly to
Windows. The ASF policy was clearly written by a someone who only uses Unix.
I also believe that the files should be in svn (at the root of the
project/component)
If the result of this is that maven-remote-resources-plugin is broken, well so
be it.
