The thread on legal-discuss is here: http://tinyurl.com/22tahy but most of it
went off-topic. The two points that seemed relevant to me was 1) there is no
such policy for svn, only releases and 2) since any part of the svn tree can be
checked out it makes no sense.
IMO until there is official policy requiring it then there is no legal issue
here.
