Since the majority seem to prefer keeping Notice and License files in svn and
the fact that currently the remote resources plugin causes duplicate versions
of these files in the jar I'm going to remove the remote resources plugin from
the parent pom for now.
I suggest that if theres a desire by Dennis or others to re-introduce it then
the majority need to be convinced first.

P.S. My PoV - I'm fairly neutral either way but I want the current duplication
issue resolved and it seems like a whole bunch of work to get to where we
already are
