I've added licenses to all resource files. This meant modifying the resource
file parsers with naive multi-line comment skipping.
I've also added javadoc for all visible types and members.
Re documenting the resources, I'm not sure what I can do. They aren't intended
for end-user editing and they map on to the Languages, Lang and Rule classes.
What documentation did you have in mind?
