IMO, the only thing that matters is that the end result is clean IP. IMO, the
only debate point is whether the files that contain text copied and modified
from public domain sources should have the Apache header and mention in a
NOTICE file or not.
Justin is welcome to modify any of the files in the repo at any time if it
helps improve the tests or if he thinks a particular image or text file is
better/safer to use. If a test breaks as he changes images, he'll have to
adjust the image or modify the test. It isn't worth the time to defend the
content that is in the repo. The content originated without folks needing to
care about provenance since there was no expectation that the test media would
become open source. If Justin wants to replace all the public domain content
with stuff from our README, that is fine as well unless there is some concern
that the tests will be missing some code path it used to test.
Our jobs as fellow PMC members is to collaborate with Justin to agree on the
handling of any external content and review any changes he makes.
