We should add a unit test for this, see HBASE-8840. We could do both in one go,
i.e. add a unit test that spins up a cluster and for this issue is running a
scan with and without a filter, checking the results. That could then be
extended in HBASE-8840. You up for adding this test here? If not, I can give it
a shot.
