bq. Enis Soztutar let us finish (commit) Phase 1 first.
The problem is that without looking at HBASE-15443 and HBASE-15442 changes
together with phase 1, we cannot be finished with the layout and backup image /
manifest serialization formats. That is why the patch review is not complete
yet.
bq. Enis Soztutar, What changes? Can you past the code?
BackupSystemTable.java changes that add the reference counting back, and undo's
the Connection management.
