I'm baffled as to why this doesn't fail normally. The docker image I was using 
to test... somehow compiles rpc-serde.cc without version.h. Very weird.

Reproduced this too. Will see if I can figure out what the difference. I'm 
guessing that CMake is picking up the wrong version of the protobuf library -- 
will have to see.
