RawCell would have the Tag APIs we've added to ExtendedCell. In the CP doc we
would tell folks to cast to RawCell instead? Over in HBASE-19112, RawCell had
Tags-only and the getType. RawCell is what we'd end up exposing more widely
than just to CPs; it would be available one day to clients?
[~ram_krish] OK if I have a go at the [~chia7712] suggestion using your 004
patch?
