bq.RawCell had Tags-only and the getType. RawCell is what we'd end up exposing
more widely than just to CPs; it would be available one day to clients?
I will update the patch with this suggestion. But one thing is that now as part
of this patch we are now making ExtendedCellBuilder CP exposed. So we ideally
need RawCellBuilder - because that is where Tags are coming? Can we focus all
that part in HBASE-19112 then?
Also deprecating Tag APIs in Cell also won't do in this JIRA. We will take it
up in HBASE-19112.
