Makes sense (Returning a RawCellBuilder sounds good. In it you would not allow
option for setting sequenceid?). Sounds good as part of HBASE-19112. Skimming
this patch, the getType belongs in RawCell going by rationale in HBASE-19112.
Otherwise, it looks good to me. Yeah, need to fix CpEnv getCellBuilder. Good
stuff [~ram_krish] LMK. I could do these little changes on top of your patch
sir.
